Pengaruh Manajemen Talenta dan Kepemimpinan terhadap Ketertarikan Pegawai Dinas Perumahan dan Permukiman Jawa Barat

Abstract


ABSTRACT

Employee turnover data shows that the concept of employee engagement has not been a focus for the housing and settlement office of West Java and the results of the work goals of employees of the Department of Housing and Settlements of West Java have not been optimal, in 2020 where from January to October 2020 the results of evaluation of employee employment targets experienced a decrease in value that is below the figure of 61% which means it is in the category of less, not achieving the target of work goals in 2020 , one of which is caused by the lack of dimension or indicators of leadership and also due to the lack of implementation of talent management towards employees. This research aims to 1) To find out the level of Talent Management and Leadership of the Department of Housing and Settlements of West Java Province. 2) To find out the level of attachment of employees in the Office of housing and settlements of west Java Province. 3) Analyze how talent management and leadership influence on employee attachment in the housing and settlement office of west Java Province. The sampling technique is probability sampling using The Yamane Taro formula. This research uses descriptive methods and verifikative methods with the number of respondents as many as 70 employees using field research data collection techniques, literature research and questionnaires. The results of this study concluded that: 1) The application of Talent Management in the Department of Housing and Settlements of West Java province belongs to the category of Good 2) Leadership in the Office of Housing and Settlements of West Java belongs to the category of Good. 3) Employee Attachment in the Office of housing and settlements of west Java province belongs to the good category. 4) The implementation of Talent Management has a positive effect on Employee Attachment. 5) Leadership has a positive and significant effect on Employee Attachment. 6) Talent management and leadership have a simultaneous positive and significant influence. It can be concluded that there is an influence between Talent Management and Leadership on Employee Attachment in the Housing Office and settlements of west Java province.

INTISARI

Data perputaran pegawai menunjukan bahwa konsep employee engagement belum menjadi fokus bagi dinas perumahan dan permukiman Jawa Barat dan hasil sasaran kerja pegawai Dinas perumahan dan permukiman Jawa Barat belum optimal, ditahun 2020 di mana dari bulan januari sampai oktober tahun 2020  hasil evaluasi sasaran kerja pegawai mengalami penuruan nilai yaitu di bawah angka 61% yang berarti masuk kategori kurang, tidak tercapainya target sasaran kerja pada tahun 2020, salah satunya disebabkan oleh tidak berperannya dimensi atau indikator kepemimpinan dan disebabkan juga oleh kurangnya pengimplementasian manajemen talenta terhadap pegawai. Penelitian ini bertujuan untuk 1) Untuk mengetahui tingkat Manajemen Talenta dan Kepemimpinan Dinas perumahan dan permukiman Provinsi Jawa barat. 2) Untuk mengetahui tingkat keterikatan pegawai di Dinas perumahan dan permukiman Provinsi Jawa barat. 3) Menganalisis bagaimana pengaruh Manajemen Talenta dan Kepemimpinan terhadap Keterikatan Pegawai di Dinas perumahan dan permukiman Provinsi Jawa barat. Teknik penarikkan sampel adalah probability sampling dengan menggunakan rumus Taro Yamane. Penelitian ini menggunakan metode deskriptif dan metode verifikatif dengan jumlah responden sebanyak 70 pegawai menggunakan teknik pengumpulan data penelitian lapangan, penelitian kepustakaan dan Kuisioner.

Hasil penelitian ini menyimpulkan bahwa: 1) Penerapan Manajemen Talenta di Dinas perumahan dan permukiman provinsi Jawa barat termasuk kategori Baik 2) Kepemimpinan di Dinas perumahan dan permukiman Jawa Barat termasuk kategori Baik. 3) Keterikatan Pegawai di Dinas perumahan dan permukiman provinsi Jawa barat termasuk kategori baik. 4) Penerapan Manajemen Talenta berpengaruh positif terhadap Keterikatan Pegawai. 5) Kepemimpinan berpengaruh positif dan signifikan terhadap Keterikatan Pegawai. 6) Manajemen Talenta dan  Kepemimpinan terdapat pengaruh positif dan signifikan secara simultan. Dapat disimpulkan bahwa terdapat pengaruh antara Manajemen Talenta dan Kepemimpinan terhadap Keterikatan Pegawai di Dinas perumahan dan permukiman provinsi Jawa barat.
