Abstract

Environmental pollution by PT. Kahatex has been occurring for decades. Associated with environmental contamination that occurred in 2014 Bandung Regent has issued a reprimand against PT. Kahatex which provides that the textile company has not made a decision document preparation and getting the environment. Therefore, PT. Kahatex in violation of Article 121 paragraph (1) and (2) of Law No. 32 of 2009 on the Protection and Environmental Management. Various law enforcement has been done by the government, but environmental pollution is still happening today related. Administrative law enforcement is more effective enforceable against environmental pollution cases conducted by PT. Kahatex. From the description of these problems identifying issues to be discussed is the administrative law enforcement against environmental pollution caused by wastewater according to Regulation Bandung District No. 07 of 2010 on Control of Waste Water Waste Into Water or Water Resources and administrative law enforcement against environmental pollution by PT. Kahtex after the issuance of the warning letter regent in 2014 on the disposal of waste water according to the Bandung District Regulation No. 07 of 2010 on Control of Waste Water Disposal Into Air or Water Source. The method used in the writing of this law is a normative juridical that uses positivist legist concept. In this study the author uses descriptive judging analytic in giving an overview of the variable-specific variables. The research phase of the authors used in constructing this research normative law is through the study of literature is by way of collecting data by reviewing the materials concerned with the problem in this study. Based on the results of research and discussion of administrative law enforcement against environmental pollution caused by wastewater conducted by PT. Kahatex as expressly provided in Bandung District Regulation of 2010 on control of wastewater discharges to water or water sources. administrative law enforcement against PT. Kahatex after the issuance of the warning letter Regent of Bandung in 2010 has not been able to establish explicitly in this case because there are a series of administrative sanction which has not been run by PT.
