Eksternalitas dan Kebijakan Publik pada Komplek Lokalisasi PSK Pulau Baai di Kota Bengkulu

Abstract

Abstract: The existence of places of localization on the island occurred frequently resulted in actions Baai criminality i.e. the localization visitors fight between drunken with the residents, there are also some people assume the existence of a localization become a lethal disease and nests can be transmitted i.e. HIV/AIDS. The spread of this disease happens very quickly and generally strikes people who are at the age of productive, so that in itself disrupts the availability of potential human resources for the development of a country. In this research that became the sample as much as 90 respondents Baai Island community. The purpose of this research is to identify the Forms – form of externalities arising in the activity of prostitution in the complex localization Baai Island in the city of Bengkulu, to identify the forms – forms a suitable public policies to deal with the problem of localization in the PSK Baai Island. Based on the results of data analysis using descriptive and Quantitative study results showed much of the impact felt by the community about the existence of localization in the presence of positive externalities Baai Island and negative externalities. Public policy conducted by the Government of the city of Bengkulu will plan to close places of localization.

Abstrak: Adanya  tempat  lokalisasi  di Pulau Baai  mengakibatkan  seringnya  terjadi  tindakan  kriminalitas  yaitu  perkelahian  antara  pengunjung  lokalisasi yang  mabuk  dengan  warga,  ada  juga  sebagian  masyarakat  menganggap  adanya  lokalisasi  menjadi  sarang  penyakit  yang  mematikan  dan  bisa  menular  yaitu  HIV/AIDS.  Penyebaran  penyakit  ini  terjadi  dengan  sangat  cepat  dan  umumnya  menyerang  orang  yang  berada  pada  usia  produktif, sehingga  dengan  sendirinya  mengganggu  tersedianya  potensi  sumber  daya  manusia  bagi  perkembangan  suatu  negara. Tujuan dari penelitian ini adalah mengidentifikasi bentuk – bentuk eksternalitas yang ditimbulkan dalam kegiatan prostitusi di komplek lokalisasi Pulau Baai di Kota Bengkulu dan mengidentifikasi bentuk – bentuk kebijakan publik yang cocok untuk menangani masalah PSK di komplek lokalisasi Pulau Baai.Dalam penelitian ini yang menjadi sample sebanyak 90 responden masyarakat Pulau BaaiBerdasarkan hasil analisis data menggunakan Deskriptif dan Kuantitatif Hasil penelitian menunjukkan banyak dampak yang dirasakan oleh masyarakat sekitar dengan adanya lokalisasi di Pulau Baai adanya eksternalitas positif dan eksternalitas negatif. Kebijakan publik yang dilakukan oleh pemerintah Kota Bengkulu akan merencanakan untuk menutup tempat lokalisasi tersebut.
