The Directives of Area Development of Serang Regency Government Center with Smart City Concept (Smart Governance and Smart Environment)

Abstract


Ciruas District has been designated as the capital of Serang Regency of Banten Province in 2011. It has a draft integrated district government center. However, until now, the condition of Serang Regency Government governance is poor due to high levels of corruption, inadequate infrastructure, and the poor condition of the environment and spatial planning. The regency administrative center can be avenues for improvement of the problems. This study was compiled by stating the concept of Smart City. The purpose of this study is to provide guidance concept of smart city with two elements of smart governance and smart environment in the Serang Regency Government Center Region as an alternative solution to improve governance and environmental conditions with the spatial concept of renewable smart city or the regency government center to be smart civic center. The research methodology of this study was a qualitative approach with was descriptive traits. The application of the descriptive method in this research is done on the parties directly linked in the planning of Serang Regency Government Center Area (government, private, and local parliament) and to consider policy there is in the area of ​​the central government. Based on the results of studies conducted, some of the basic pattern of the application of the concept of smart city (to encourage and develop new patterns of leadership and governance structures, building and using smart infrastructure, and preparing a funding model that is able to address the challenges and opportunities ahead). Some of the leads development of the concept (smart governance, smart environment) of a site plan Region Government Center Serang Regency is needed according to the study conclusions and recommendations.
