The Evaluation of Existing Spatial Condition of Bandung City in Sub-Region City of Cibeunying

Abstract


Bandung, as stated in the National Spatial Plan and the West Java Province Spatial Plan, is designated as National Activity Center. As National Activity Center, Bandung, in addition to a gateway to and from international regions, will also serve as service centers, processing centers, and transport node with national scale services. The population growth is high, the attraction of investors to open businesses in Bandung, which will lead to many kinds of trade and services. It also causes the function transfer of settlements and green open space into the trade and services spaces and others. In addition, the tourism sector in the city of Bandung, either natural attraction, culinary, and modern attract large number of visitor. Correspondingly, the demand for space is very high and not in accordance with the spatial plans that has been created (Spatial Plan of Bandung 2011-2031). Therefore, indicated the existence of a discrepancy between the spatial plan (Spatial Plan of Bandung 2011-2031) with the fact the field and indication of spatial distortions would be applicable. Based on the information and field observations, the City Sub-Region of Cibeunying changes occur in protected areas such as green open spaces and riverbank with a dominant existing condition changes into settlements with a total area of ​​76.678 ha deviation. The cultivation area consists of settlements turned into protected areas, agricultural wetlands, green open spaces and vacant land and services that turn into green open space with an area of ​​86.111 ha deviation. Plan spatial pattern based on the Spatial Plan of Bandung do not correspond with the reality on the ground. Incompatibility in the City Sub-Region of Cibeunying dominated by a discrepancy in the protected area, a protected area located in the northern part of the City Sub-Region of Cibeunying that is converted to settlements, riverbanks, and railroad border dominated by farming activities in particular settlements.
